Tesla Charts Cybercab Growth Beyond Austin as Regulatory Hurdles Loom
Tesla Cybercab expansion is moving beyond its home base in Austin, Texas, with the company announcing that Dallas will become the first new market next month. More cities are targeted by the end of this year, and Tesla also plans to begin selling Cybercabs to fleet operators within the same timeframe. The update came during Tesla’s third-quarter earnings call on Wednesday.
From Austin to Dallas and Beyond

Austin remains the only city where Tesla currently operates its dedicated Cybercab robotaxi service. But Tesla already runs Model Y robotaxi fleets in Dallas, Houston, Miami, Orlando, and Tampa, giving the company operational experience in several of the markets it now intends to enter with the purpose-built Cybercab. The Dallas launch next month will be the first test of whether Tesla can replicate its Austin operations elsewhere.
Waymo, the current U.S. robotaxi leader, operates more than 4,000 vehicles across more than a dozen cities. Tesla’s planned expansion is far smaller in scale, but the company argues that the Cybercab’s lower cost and easier manufacturing could eventually undercut Waymo. Proving that cost advantage will require reaching scale outside Austin, a milestone Tesla has not yet demonstrated.
Fleet Sales and Financial Timeline
Tesla intends to start selling Cybercabs to fleet operators by the end of this year, a shift that would move the company beyond running its own service. CFO Vaibhav Taneja praised Tesla’s engineering for making the Cybercab one of the easiest products to scale in manufacturing. He also said the company aims to own transportation of any kind on Earth, though it is unclear whether that comment implies work on other transportation types beyond the Cybercab and the concept Robovan multi-passenger vehicle Tesla has shown.
Financial visibility into the robotaxi business remains limited. Tesla did not disclose robotaxi revenue on the call. CEO Elon Musk said the robotaxi business won’t be noticeable in the company’s financials until the second quarter of 2027, though he added it could be a big deal by the third or fourth quarter of next year. Taneja said utilization is improving but gave no specifics.
Shifting Metrics and Regulatory Uncertainty
Tesla changed a chart in its shareholder letter from cumulative paid robotaxi miles to cumulative unsupervised robotaxi miles. The earlier paid-miles chart had shown a 36% decline from the first quarter. The change reduces visibility into the paid robotaxi business, and Taneja did not provide specific paid robotaxi miles data on the call.
Regulatory approval remains a challenge for deployment speed, according to Taneja. Musk has long blamed regulatory approval as the main barrier to robotaxi expansion. The National Highway Traffic Safety Administration opened an investigation in September into whether the Cybercab complies with federal safety standards. The vehicle lacks a brake pedal and side mirrors required by current standards, though Tesla claims it is compliant and self-certifies vehicle compliance. NHTSA has proposed removing some requirements, but a rule change is likely at least a few months away.
Technology and Operational Limits
Ashok Elluswamy, Tesla’s vice president overseeing autonomy, offered a different view of the bottlenecks, saying they are not purely regulatory but technology-driven. He said robotaxi hours have expanded from 6 a.m. to 9 p.m. to 10–11 p.m., with plans to extend to 2 a.m. soon. Expansion is driven by AI software capability, he said, and Tesla plans to tackle more challenging driving scenarios by year-end.
The service does not operate on highways or in certain conditions. Tesla robotaxis have been seen operating in heavy rain in Austin, while Waymo robotaxis have largely avoided heavy rain. Elluswamy said Tesla wants zero safety incidents as an operating principle. Whether Tesla can meet that standard while expanding to new cities and selling to fleet operators will be closely watched.
