Starshield Service in Ukraine Nears Normal After 10-Day Restriction

Starshield, SpaceX’s military-grade Starlink variant, appears to be functioning normally again in Ukraine after a 10-day restriction period that disrupted Ukrainian military drone operations, according to Defense Minister Evgeniy Khmara. The Starshield Ukraine restoration marks a shift from a stretch in which drones flying at roughly 100 miles per hour lost connectivity.

What the restriction did to drone operations

During the 10-day window, Ukrainian drones moving near that speed dropped their connection. Some of the drones were lost outright. Others were forced to slow down, which left them more exposed to danger.

The interruption centered on Starshield, the military-focused version of Starlink that SpaceX provides. The Ukrainian military relies on the service for drone connectivity, so the loss of signal at speed carried immediate operational consequences.

Trump's call and the return of service

On Wednesday, President Donald Trump called SpaceX CEO Elon Musk and asked him to restore the service. After that call, Khmara said Starshield appeared to be working normally again.

The minister’s assessment was not an unqualified all-clear. He said the military is still testing the system, and that no explanation for the restrictions has been provided to Ukraine’s forces.

Musk has offered his own account of why the service was restricted. He said Ukraine violated Starlink’s terms of service and used the system for offensive drone strikes aimed at killing people. He also said the Ukrainian front line would collapse immediately without Starlink, describing that assessment as a statement of fact rather than a threat.

The Wall Street Journal reported that Musk ordered SpaceX to throttle Ukraine’s Starlink service. Some sources said Musk discussed the throttling with the Trump administration before acting, a point on which the reporting has differed.

Political friction around the decision

U.S. President Donald Trump makes a statement while he is seated with (L-R) CEO of Meta Platforms Mark Zuckerberg, Nvidia CEO Jensen Huang, Tesla, SpaceX and X CEO Elon Musk, and Google CEO Sundar Pichai

The episode unfolds against a backdrop of criticism from both Trump and Musk toward Ukrainian President Volodymyr Zelensky. Musk recently posted that Zelensky had gone too far.

Those public remarks do not by themselves explain the service restriction, and no official explanation has been given to the Ukrainian military. What is clear is that the decision originated with Musk and SpaceX, while Trump’s intervention came later, on Wednesday, in the form of a request to restore service.

What remains unresolved

Several questions remain open. The exact reason SpaceX imposed the restrictions has not been confirmed beyond Musk’s public statements about terms of service and offensive use. Whether the Trump administration formally approved the throttling is also unclear, given the conflicting accounts. The full technical details of the connectivity loss have not been disclosed, and it is not certain that every restriction has been fully lifted.

SpaceX has not issued an official statement on the restoration. For the Ukrainian military, the immediate is one of a service that appears to be back, tested but not yet fully explained.
